Governance

Purpose: The Tribal Council’s role in Governance is to provide resources that allow a First Nation to develop capacity to operate effective and transparent government administrations by assisting, advising and supporting members in a broad range of governance activities such as:

  • Administration functions.
  • Governing structures, strategic planning and problem solving.
  • Operational procedures, by-laws and policies.
  • Section 74 election, custom election and referenda codes, policies and procedures.
  • Conflict of Interest codes, Ethics codes and Codes of Conduct.
  • Management training, orientation and development programs for elected members and managers.
  • Interpretation of the Indian Act and other pertinent legislation.


Achieving Housing Results Initiative

NmTC developed the Achieving Housing Results Initiative in response to the interest stated at the governance workshops and the housing workshop help in April, 2008. After the housing workshop, NmTC determined that additional support was needed for the member communities to attain functional housing programs that met the needs of their communities. As a result, NmTC began a pilot project with the Tsleil-Waututh First Nation in which NmTC funded the development of their housing policies and procedures, in addition to the training of housing staff and housing committee on good governance practices. For their part, Tsleil- Waututh agreed to provide progress reports and information on what was successful in their efforts, in the hopes of assisting other communities.

NmTC is in the process of broadening the initiative to include the Snuneymuxw First Nation.  NmTC is working with INAC to obtain funding to extend the initiative to any interested member Nation. NmTC is willing to work with any of the member Nations who wish to join this initiative.

 

Snuneymuxw Bylaws

NmTC has worked with Snuneymuxw leadership to develop and update bylaws surrounding trespassing, animal control and residency. These bylaws are being vetted by INAC and are expected to be in place in the coming months.

 

Snaw-naw-as Election Code

NmTC is currently working with Snaw-naw-as leadership through the drafting and community consultation involved in developing and ratifying a custom election code. NmTC has advised on the election code development process, the actions required for bringing a code into effect and has participated in the community consultation meetings held to date. The process is ongoing.

Nation Building: Leadership, Governance and Economic Policy
April 26-27, 2006

NmTC hosted a governance workshop facilitated by the Native Nations Institute to provide a forum for the elected officials at the First Nation level to learn about effective governing and to develop a skill-set around self-governance, healthy economies, strategic planning and decision-making that builds upon community level knowledge and experiences in governing.

NmTc hosted a follow-up governance workshop to build on the concepts introduced in the presetation of teh Native Nations Institute in 2007, identify the building blocks of governance and analyze the components of good governance that are needed to foster effective governing and to build tools to create an environment where goals such as economic development are viable. In addition, the workshop provided an environment where the chiefs and councillors could share ideas and challenges with each other about governing.
