Shoal Island Economic Development Initiative

Print PDF

Having clean water and developing the local economy go hand in hand at Halalt First Nation. As part of the Shoal Island economic development initiative directed by NmTC from 2004 to 2006, HFN tracked down sources of pollution of the Chemainus River Estuary and its tributary Bonsall Creek.

Shoal Island has been the traditional place to harvest shellfish. About 25 families are shellfish harvesters, but for many decades their income has dropped as pollution increased from forestry, marine, industrial and agricultural activities as well as more residential development near the shoreline and in upstream areas.

Halalt worked with its partners to identify all the sources of pollution by sampling the river, the estuary and adjacent tributaries. It is also supporting and promoting actions toward the improvement of water quality through community awareness programs and working with other parties on action plans to clean up the estuary. The goal is a straightforward one – to cut the level of contaminants and have the estuary declared “open” to harvesting once again. The Shoal Island initiative is guided by a steering committee made up of the following:

  • Halalt First Nation
  • Naut‘sa mawt Tribal Council
  • Environment Canada
  • Canadian Food Inspection Agency
  • Ministry of Agriculture, Food and Fisheries
  • Island Farmers Alliance
  • Castor Consultants
