DAY 1 September 23, 2010
9:00 – 9:15 Opening Remarks and Overview of Workshop
9:15 – 9:45 Principles of Effective Governance PPT Presentation. The NCFNG 5 Components and 17 Principles of Effective Governance will be facilitated in light of Nation Building.
9:45 – 10:30 Indigenous Leaders in the 21st Century. First Nations Leadership will be discussed with questions asked to invite participation from attendees.
10:30 – 10:40 Break
10:40 – 11:30 Roles and Responsibilities of Chief and Council PPT Presentation. Understanding the roles and responsibilities of Chief and Council are critical for First Nations in developing effective governance. This presentation looks and both roles and responsibilities of Chief and Council.
11:30 – 12:00 Chief and Council Checklist Handout/Exercise. This exercise allows Chief and Council to identify specific roles and responsibilities and to determine what essential, recommended or additional services that their First Nation: have been met, needs work on or is not applicable in their governance structure.
12:00 – 1:00 Lunch
1:00 – 1:45 Chief and Council Exercise. How would Chief and Council describe their role?
What are the community expectations of Chief and Council?
What concerns/experiences can Council share with respect to their roles and responsibilities that are important in developing policy?
What has Chief and Council done to define their direction and landscape for self-government?
1:45 – 3:00 Duty to Consult in the Context of an “Inherent Right Strategy” PPT Presentation. Territorial rights determine the landscape of First Nation jurisdiction and rights. This presentation provides questions for the member First Nations to consider.
Video Examples will be shown on what has worked and not worked.
3:00 – 4:00 Leadership Activity: Brainstorming Session: What do we have and what do we do with what we have?
DAY 2 September 24, 2010
9:00 – 9:10 Overview of Day 1
9:10 – 10:00 Principles of Administration and Human Resources in First Nations Communities
With the changes in the First Nations do business ad work for their People, need to understand their roles in relation to interaction with staff members and the administration office.
10:00 – 10:15 Break
10:15 – 12:00

Separating Administration from Politics (Presentation and Exercise)
The presentation will focus on managing the relationship between Chief and Council, and the Administration office and staff.
The exercise portion will have the Chief and Council look at two questions and work through them. The questions are:

  1. How can Chief and Council manage their relationship with the administration office and staff?
  2. What concerns do you have as leaders in separating administration from politics?

Review of example organization charts

12:00 – 1:00 Lunch
1:00 – 2:00 Opportunities and Challenges. Legal Issues will be reviewed and discussed with participants.
2:00 – 2:30 Wrap up, Evaluation and concluding remarks
OPTIONAL MEETING
3:00 – 4:00 Protecting our Marine Resources: Standing together against DFO and Big Business. This meeting will be an opportunity to explore ways that NmTC members can work together to overcome the federal and provincial governments' lack of responsibility with regard to protecting First Nations' rights to marine resources.
